Had a nice giggle there, OP.
I agree that the change of atmosphere between Acts is way too brutal for this setting, especially if you look at Act 2. It just doesn't really fit. We go from Zombies and Undead and flying goats to The Jungle Book with exposed skull monkeys? Act 2 just seems too... joyful, or bright, or whatever. Also annoying: in Act 1, the Town is a few stragglers barely surviving, and in Act 2, we get Tribesmen with "Whrat Trroubles you rbring nao?"-Gruest who seem to have no issues with armies of poo flinging monkeys besieging their encampment.
Act 3 also misses this "survival feeling", but other than everything past Piety, it's pretty fine.
Wraeclast is supposed to be this merciless continent, but right now, atmospherically speaking, it's closer to a Supermarket after an earthquake with everyone looting and trying to sell his loot.

It's more of an uninhabited inland type of idea with bandits rivaling with each other all composed of lunatics. The monkeys snakes boulders are just there for the inland. Maligaro his story was more brutal than most of act 1.

The vaal oversoul makes a lot of sense as well. The boulder you push was a seal that held souls in its place sealed for later use. Than the souls roamed free so you use the apex on the top of the pyramid to create a vessel for these souls. This becomes the hostile vaal oversoul. Remember that the Vaal sacrificed their own people for powers to some kind of beast on probably a different dimension.

Act 3 has a different feel to it, but Tollman being electrocuted and Grigor being half an abomination of Piety had a more serious atmosphere than act 2. I think the enemies were a bit lame for the blackguards. I mean blackguards fighting off ribbons...? That was a bit lame.

I do think the story of PoE is very well done and if you look for it a lot of things that you assume are just there actually have a deeper meaning to it which is why I like the game's feel a lot. It's certainly only for people who love to geek out lore, but it's there and it's very solid although currently unfinished which only leads you to speculate further.
I love PoE, but I do tend to agree with the OP. Act I is awesome. Even Act II doesn't bother me much, as I find the forest environment pretty cool, but Act III is just downright annoying. The ribbons and statues need to go - just plain stupid. They are simply pests in the way that do nothing to make the game interesting. I try to plough my way through Act III as fast as possible so I can start the next difficulty level and get back to the far more enjoyable environs of Act I.

In fact the only parts of Act III I like are the Library & the Archives. The Slums, the Warehouse District, and The Marketplace just blow. Imperial Gardens and the Hedge Maze - well let's just say I'm less than thrilled with those, as they are pretty much the worst aspects of Act III. Perhaps tied with the Scepter of God.....oh wait after all those levels we now have the *Upper* Scepter of God. Really? Did we really need all the additional levels to get to Dominus? We get it, he's built himself a very tall tower...........

Having said that, I will be playing PoE for a long time to come, but I do wish they'd dump Act III and make the environment something closer to Act I.
