People really do play in these graphics

Like you said it is just how it is. And PoE is not like that.

Sure, however we can't really speculate as to why. Why have other games done it but PoE hasn't? I dunno, but they've implemented other things people have asked for. if they haven't done this one, it's likely for a good reason.
We don't have to speculate on the reasons because Chris et al. have said a couple of times that they want a consistent visual experience across clients so that:

A: people aren't put off by someones ugly graphics settings in streams or screenshots.

B: players experience the immersion and art style intended by GGG.

Both reasons are as seemingly reasonable as they are self defeating as evidenced by the OP. Not giving players more options is actually detrimental to GGG's stated goals when people resort to picmip 5 levels of texture compression instead (and have bad performance because ini settings are very inefficient in actually improving performance)

RE setting != optimization. I think making the client more adaptable to varying computer setups is part of optimization and, usually, the "optimization" phase is when many games start adding their finer grained graphics options in. I'll however concede that those two can still be considered seperate things.

In around 8 hours I will play the shit out of Binding of Isaac: Rebirth. Graphics ain't everything!
GGG banning all political discussion shortly after getting acquired by China is a weird coincidence.

Eh. No game is perfectly optimized for every computer. High-tier ladder players in SC2, Dota, LoL, every game turn down their graphics settings to get the maximum performance.

I'm countering the "potato computer" fallacy. Streamers don't have potato computers, yet even some of them play with shadows disabled (in a non-race environment).

It's not about being perfectly optimized for every com., but about running nicely on your average comp. Which PoE does not (-> LFM Zana rotation, no CoC please :P)

I've met too many party members, guild members, friends... that complained about game performance, to believe that PoE engine is anything but a school project started in 2007.

Fingers crossed for 'PoE2' to migrate on some professional off-the-shelve 3D engine.

I already said it; hackers made tools that limit particles in PoE to their preference or disable it completely with their external tools. If anyone thinks GGG can not do the same with their internal tools, they are simply fooling themselves.

GGG does not do it for 2 reasons;

1. Bad screenshots on internet with low settings. But OP post is the proof that this fear is already irrelevant because mud grade screenshots of PoE are on the net, even some streamers race like that.

2. They messed up in art design and added way too much particle to create skills. I dont know maybe there are even some skills that exists only with particles. And if they implement a particle slider, people will realize that. Particles are not building block, they are meant to amplify existing visuals. PoE makes it wrong when it comes to particles, which is also main reason behind performance issues.

What a bunch of lightweights.

Both of those concerns are largely irrelevant because:

Particle effects are the main reason PoE's graphic performance sucks so bad.

Try it yourself. Turn off your auras and MTX and press the F1 button to see your FPS graph. Nice and steady? Now turn the fancy graphics effects back on and notice how spikey the FPS chart gets. If you really want to see how bad it can get, zoom in to max magnification. All those glitches are caused by unconstrained particle effects.

So GGG is deeply concerned about preserving PoE's unique art style and detailed graphics? Then why the hell do they insist on burying it under blinding clouds of gratuitous particle effects?

For me, lowering the texture quality doesn't help in situation where my PC slows down (many effects at once, rain + effects, etc.). But I know people that can't play with medium settings.

In a competitive setting most top players play with low graphic settings, in almost every game. The main reason is simple: Clarity. You can see better what's going on. High graphics often add "noise/junk" to the screen.

Another reason for PoE, together with --nosound command is that the load times between areas are reduced significantly which is very important at the top.

You just need to party up with some CoC-ers, to see where the problem is. CoC triggering a bunch of skills at once, multiplied with GMP == particle generation spikes. Add some Rampage particle explosions + ground effects map... press F1 and enjoy looking at your zig-zag FPS graph.

Would you rather 1fps and enjoy the "you have died" screen in full eye candy

or play at steady 50+ fps with far less particle effects flying around?

Not even a question.

Nooo.. My eyes are burning! Ah sh!t it hurts ...

Ok, actually it's fine if they manage to play that way. Som people can't afford good graphics. As long as I don't have to look at it ...
I like many kinds of games 😊
