If you list an item, someone offers you less than the b/o, and you accept the trade than that is not a scam. That is a voluntary trade between two willing parties. What is wrong with that?
Ppl offer me less than my buyouts all the time. I do not ignore these ppl simply because they wish to pay less than a b/o cost in a barter based economy. I negotiate a deal more to my liking or tell the player I am not interested. There is no need to be rude and ignore ppl simply because you do not like their offer.
You didn't understand what I said in my OP...
This seems to be a theme on the PoE forums.
I did get your OP. You just don't seem to like responses that don't agree with you. Now I am gonna be mean.
Its not a scam to offer lower than a buyout.... Its not the "scammers" fault if you are too stupid to remember your buy out prices, or two arrogant to think that your prices are all fixed in a barter based economy.
Fool me once, shame on you. fool me twice and I will complain about it on the forums.

The scammer isn't "making an offer". He's representing that the advertised b/o is less than it was online.

This is kind of like swapping the price tags on items in a store. If the cashier doesn't know any better, the crook gets their item at a cheaper price.
In the real world, the crook gets arrested for shoplifting if caught. In PoE they move on. One of the reasons we need an in-game shop system.
Except there is only one b/o listed, and that's done by the seller.
I still don't understand this. There is only two ways this conversation can go.
Them: "Hey I'll b/o your ___ listed for 8c"
You: "It's listed for 10c"
Them: "Oh my bad(or similar admission because it's fucking listed), I read it wrong. Will you take 8c"
or
Them: "Ah, Would you take 8c for it?"
or
Them "Damn he ignored me? Why?" "Guess I'll just message the next dude."
*Again the only way this works is if you don't know your own b/o's.
The intent and the use of deception are exactly the same in both situations. If you were a store owner would you be willing to haggle with someone after you just caught them in the act or would you tell them to leave?
There are plenty of people who are not morally bankrupt in this game to trade with. I'd rather lose a sale than trade with a scammer.

Exactly. The "scammer" is hoping that the seller is in a hurry and will accept his "buyout" price quickly without thinking. It's not a big deal, a little shady yes and something to remember in future. Don't be in a hurry to sell stuff. Take your time and make sure you're getting what you want for an item.

Okay I thought you didn't understand like a lot of others in this thread, but it turns out you are just morally bankrupt and don't find the use of deception in normal interaction to be a bad thing.
Glad you cleared that up.
EDIT: Turns out you didn't read my post because I mention being willing to barter in the OP. So you are morally bankrupt and have bad reading comprehension lol
I love you guys so much!

Wait wait wait, you want strong morals from people who have been exiled for committing several murders?
I would absolutely love it if I could force combat on someone I was trying to trade with, just rob them blind.
Fuck your morals :)

me: open poe.xyz, search for item, see 5 for 5c, see sellers for 8c, with 'is online' tag
me: in game, whisper online_seller, 5c for item
op as online_Seller: 'why you try to trick me, you are morally bankrupt'
lol wut?
Hey...is this thing on?

herp derp that is not what happened...
Try this instead;
You: Open poe.xyz, search for item X with a b/o of 10c
You: In game, whisper the seller "Hey I would like to buy out your item X for the listed b/o of 5c.
Seller: That item doesn't have a b/o of 5c...
Can I make it any more simple for you people?
lol wut? Right back at you buddy.
