The best way would propably modifying the spawn rate based on the map. So that you average one master in the same time independend of the map. This would still make easier to navigate maps more likely to be farmed. A good outside-maps location would be Barracks since it is pretty much a straight forward high level zone. So even then people will just move to high areas, which isn't exactly bad.

And even within maps some like Tropical Island, Promenade or Strand are far easier to navigate than stuff like Labyrinth or Grotto with a lot of dead ends.

Reducing the spawn rate in fairly small areas just seems a good step without overcomplicating the spawn-mechanism. A dynamic spawn-rate however would be terrible for any casual gamer because they just don't know which areas are good right now. It would also automatically mean that regularly farmed areas like Lunaris for Piety-Runs, Sceptre of God for Dominus-Runs or Docks have a far lower Master-Frequency even though people don't necessarily go there because of masters.

No lifing a game for a weak attempt to attention seek on the internet.
