Movement speed is often underestimated but in its current state the drawback is far too important. To justify it i think this item should have higher bases stats and be in the mid/high level range.

Okay if your unique has shitty effects you don't need to put an penalty to it.

It reminds me of night of the veil, for having such a medicore effect it has some extreme penalty.

Also for it's large set of bad stats, the only interesting part is 40% MS (which is like what, only a little higher then the average 20-30%) for 30% physical damage penalty.

I think the creater wants to tell us that desync sucks with this kind of feedback.

However if you like desync you can equip just this single item and hit the sound-"wall".
