I'm having the same problem.

When I verify game cache it instantly downloads a 0 byte update every time. I'm starting to think the only solution is to wait for GGG to release another update. Steam clearly can't cope with something.

Restarting, of course, doesn't do anything. It shows, sometimes, for a brief period, a download and it stops - so it doesn't seem as if the update was actually downloaded.

Now what?

Same here, on Steam client.
