These items are both tradable and marketable." describing PoE like a desperate pay-to-win game.

Nope, effects are not bound to the account. So long as the effect isn't currently equipped on any of your chars, you can sell it. That means that these items will trade hands many times over with GGG making a percentage with every sale.

You don't need to be involved in cards to buy the cosmetic effects, you can just buy the effects themselves without any of the card stuff. The reason to do the card stuff is just so you can get badges, if you're into that.
What makes you think the Steam marketplace is corrupt? I've never heard anyone say that before, but I don't use it much.
That Steam wording is pretty unfortunate, but that's definitely not the impression I get, and not the impression anyone will get if they spend a couple minutes looking at the available items.
Look at it this way, the selling of cosmetic effects by Valve went so well for TF2 that they chose to use that model to launch DOTA2, it's something GGG could massively benefit from. Particularly if that trade happens here on this site and the item cost is GGG coins. It provides an incentive for people to buy coins and it means people can use their coins from supporter packs.

Yet you've not only given me a deadline to pay Steam for these effects, you're letting them control supply of these things. How can anyone collect these item effects if you're letting them release just a few of these steam exclusives? Artificial scarcity like this isn't fun. Being forced into helping the Russian mafia isn't even part of the game anymore. You sold your soul to the devil, GGG. Get it back.
Relax mate... I can relate your feelings cause I feel the same but really if you want it that badly as well, you can always purchase it on Steam. Also, I agree with iamacyborg. Because this is a marketing partnership between PoE and Steam to ensure the game lives on. Anyway, merry christmas and happy holidays! :-)
