And I play Path of Exile with EVERYTHING on max, always 60+ FPS.
Check your hardware and software, it's definatelly not the game...

I've got a pretty shit PC, still get roughly 200fps when playing this game, and even in the worst possible cluster rooms i could get atleast 60fps if i turned off shadows :/

Are u sure your PC is wood ? perhaps it's just a calculator. If not learn to overclock.

I'm on a 3.5 year old laptop with a busted fan. As in it doesn't work and the only way to even load up YouTube is to open my window to 20 degrees F weather so my laptop doesn't overheat.

I can run this game fine, well over 60 FPS.

Dude, I can play some fairly recent games (DotA, Civ V, Dead Space 3) on the max. I lag FRICKIN HARD on PoE when I'm in a party even though I have everything set to the lowest. I play Marauder so I don't have too much flashy shit to lag me when I'm solo.

Lag can be server-side, and that is where I think the issue is...
