Try Win Xp SP3. I have that on my work PC and it solved some strange slowmo problems. Have not tested it on my home PC yet.
so ive tryed what you said still having the same problems also i think in windows XP SP3 i had allot more FPS drops then usual thnx for your effort tough i had the same problem with wow like u said wich was fixable but now it returns all over again in PoE :( i might just try to reinstall my windows maybe it will fix the problem who knows
btw ive tryed about most of the compatibility modes all of them have the same effect sadly :(
i was running the SP3 in fullscreen mode instead of windowed fullscreen this might actualy have fixed it testing it still untill now 1:30h have past and no freezes !!

edit: i spoke to soon after i logged on to my main tune the problem returned :(

So i have reinstalled windows 7 ultimate done all the needit updates/drivers and still have not resolved the problem of the display driver has stopped working and has recoverd succesfully what am i doing wrong?
Download http://www.techpowerup.com/gpuz/ and post a screens of "Graphics Card" and "Sensors" tabs.
PoE once crashed alot and even freezed my entire PC. Now it runs strable again so I guess there were some serious issues with PoE and not with my PC like some people suggested (heating issues or whatever).

What helps is to try some PoE start options like "-GC 2" or "-swa" without quotes. Maybe run PoE as Admin and more important, check your driver settings for any powersave features, my NVidia drivers had these setting enabled and for PoE I disabled it so that the GFX card always run full speed and does not activate any powersave feature within gaming. Timing issues can cause driver resets there, at least for NVidia cards. Means if the card switches through it's power modes there can be issues. Even onto the desktop I had TDR's when only browsing int othe web and once a blue screen out of nothing. Can happen because there the powersave functions are activated (CPU/GPU).
You have an AMD GFX Card, I'm sure the Catalyst driver also has per-game-profiles where you can setup special options including powersave features for the gfx card. Under NVidia it's called "Power Management Mode".

so i have already put PoE on Administrator also my CCC settings are on high performance also have tryed many other compatibilities like running in Windows XP SP2-SP3, windows vista etc etc
also tryed to do some stuff in regedit like: Tdrlevel to 0 and TdrDelay to 20 wich untill now nothing has helped
