How does "curse on hit" work?

They should make "Curse on Hit" apply a much stronger version of the curse onto the targets. So if I link a level 20 curse to a level 20 curse on hit, it applies a level 25 curse effect. Sure, you can manually cast them, but if they're applied through the curse on hit, it is much stronger since it required more gem slots and an attack gem to be linked.
