We need to be able to save the option.

Is there any files we can edit to set this default manually?

The loot mechanics do NOT match the game mechanics.
The devs screwed up on this one.

Explanation: You are a caster build, you have to stay far back from the action. Guess what, You aren't going to loot shit, and you will have a bad gaming experience, period.

At one time, they added short alloc as a compromise, but it doesn't last long enough. Still, the game mechanics do NOT match the loot mechanics.

Then they added a few milliseconds if you are further away when a drop is looted to you, just barely enough time that if you really want, you could... cast once, run to the front of the group, run back, cast once, run to the front of...

Oh wait, the game mechanics STILL do not match the loot mechanics.

They fucked up, and people are going to complain until they unfuck it. Because the system is broken.
