That probably has to do with the fact that Merciless Fetid Pool is like 5 levels higher than Mud Flats.

Lets not forget they are ridiculously op on maps as well.
Rhoas are dangerous foes but their most annoying feature are ability to charge from any distance, be it outside of visible range or almost touching a player. Also it seems their charge has no cooldown so you can get repeatedly charged by the same monster.

I also do not understand why they can charge through their friends, it just does not make any sense to be surrounded by a horde of monsters just to see a rhoa charge through them like their are nothing but air--even if normal melee monsters are already fleeing from the battle, which is a sign there is no more space around a player, from which melee can reach him.

Its shield charge, that is what shield charge does no?

But they're not really OP since they die quite fast - they're like glass cannons.

no they don't. level 66 Rhoa Carcasses have considerably more life than Voidbearers in the Docks (level 62 I think), and while you can pump-up fire resistance or use Arctic Armour to nullify the VB threat almost completely (save an occasional MP + Crit rare), a pack of blue Rhoa Carcasses with Crit - usually means you're dead meat.

especially when they all come charging through a pack of mobs you're already fighting (so evasion isn't really possible).
and especially considering armor mechanics are useless to a point, even a Granite Potion isn't too helpful.

I think monsters should have both strengths and weaknesses. for example, a mob that hits harder than anything else in the area, should be as slow as a Bear or Golem (without roll).

Rhoas seem to have no weaknesses: fast, charging, insanely hard-hitting, able to swarm you, and with enough HP to survive more than 1 hit in most cases.

not much "glass", and way too much "cannon" is something you can't have on one monster. especially if it comes in packs.

No this was in closed beta almost a year ago lol
R.I.P. my beloved P.o.E.
Yeah, around a year ago rhoas were doing WAY more damage than they do now.
Chaos rhoas with substantial + crit would literally deal more damage than it was possible to have HP in the game, even at level 100 with a pure hp build and ironskin prenerf granite.

I saw warcraft get hit for 9k ES through 25k armor in MoC

My favorite is rhoa carcasses standing with a haste aura or energy shield aura rare necromancer mob, in a map like tunnels (or any map really) >.> The haste aura necromancers raise them before their corpse hits the ground.

Hey...is this thing on?
