I think it would be the wrong way to scale Fortify on the base damage of an hit, it would be much better to see a scaling on the base dps so that fast attacking builds aren't left behind.

Chris Wilson promised numerous times the only nerf was fortify

I think people are overestimating what's meant by the fortify change's intention. Fast attacking builds will still do tens of thousands of damage per hit very easily, while a spellcaster with shield charge might do a hundred. They could make a full scaled fortify hit require around 10,000 damage and melee chars would be able to hit that with normal attacks while casters would have to specifically invest into melee damage.

Part 1 nice. Part 2 it's continued shitstorm from 3.13. The only thing that I could agree on it's "new" thing, will change some meta, but it sounds terrible if I think honestly and not simping GGG.
3.15 was a joke. 3.19 was a disaster. Archnemesis/Ruthless/Crucible(Archnemesis 4.0?) - worst ideas. Ruthless is a joke, a waste of resources. PoE2(exilecon version) was super disappointing.
