The connection between your PC and the router modem looks a bit unstable.
Are you using WiFi in your home or ??
Are your pc connected directly to the router/modem via a good CAT5e/6 cable ?

There's no loss in the final line, so the link is ok with GGG's server.

Packet loss on the first two lines only means there's some loss when communicating directly with your router or the ISP (it's often the case when equipments don't want to answer every WINMTR test packets)

I talk about his latency spikes and not packet loss. I know those are not real.

And no, the packet loss looks like icmp prioritization policy.

Here is what I would do -->
- Make sure the cable is in good condition or get a new one.
- Make sure you have installed the latest vendor driver for your netcard on windows.
- Make sure your router/modem is using latest firmware.
- Maybe change the port in the router/modem and see if that helps.
- Turn off the router/modem for 5+ minuttes and then turn it on again.

Same thing, only the last line matters :)

Intermediate lines only matters when you have problems in the last line.

And he has. He has latency issues....
