No log book drops/ No expedition encampment

i got 1 logbook at level 60something, now im 88 and nothing since then. about 100 expeditions with the 50% increased logbook chance remnant. i also started to think that it could have something to do with the act3 quest
but now "the quest" seems to be fixed because it shows up in every act and in the epilogue. i hope it fixes my bad-luck in terms of logbooks as well^^
