I think that now I know what's the issue with the V-sync, and why it didn't lock the framerate to 60. I have the new 301.24 beta driver from Nvidia, which incorporates their new adaptive v-sync technology, which is a way of saying that the v-sync is only used when needed therefore it may have been the v-sync turning on and off at a high rate that caused the screen tearing.

Interesting... can you disable the adaptive v-sync, and does that fix the problem?

Well, like I said, the problem was only the first 2 times I started the game. From the third time, it was perfect and no more issues.

As for the adaptive v-sync, I think that it replaces the regular v-sync. So the only way to avoid it is to disable v-sync ingame ( I have no idea if I can switch from adaptive to the regular one). But, there haven't been any more issues related to this so there's no need to do that anymore.

As far as this issue is concerned, there's no need to keep this topic open unless you would be interested in finding more about that problem, in which case I would be glad to help with all the info I can. If not, then feel free to close it :)

Anyways, thanks to everybody for the help, I really appreciate it!
