Is there a point to rarity % items?

They do stack but you often have to choose between them. The point of the OP is that one seems not worth it when compared to the other.
With a 1.625:1 ratio of rarity:quantity availability, we can also find a point where both values are equal (though we've technically invested more in quantity):
62% rarity and 62% quantity (1620 items)
Magic - 16.2% - 262 drops
Rare - 8.1% - 131 drops
Unique - 0.162% - 2.6 drops
Orbs - 1% - 16 drops

Unsurprisingly we get slightly more orbs and slightly fewer magic+ items than an even split, but still better than going 100% for one or the other.
But this is all an exercise in futility - let math do the job for you:

And for most rares you go for max rarity.

I may be incorrect here but the original point of the post seems to be that if you prefer orbs over rares then rarity percentage is a bad way to go?

So the question is, if that is indeed correct, which is more valuable...orbs or rares?

My opinion would be orbs because I can trade for the specific stats I want on rare items.

Even more so: The number of sockets and their connectedness is extremely hard to improve through crafting (colours are not a problem), while there are more ways of rolling the mods you want on the item (the mods you want are usually few even though it has improved significantly from one a few patches ago - good work GGG!). Unless the droprate also reduces the sockets and their connectedness I see quantity of items being superior to quality in large parts of the game.

Even tho they are a bit different, what u use them for is the same - farming. And in my opinion ONE MF/farming stat would be enough. This almost seems to add complication for the sake of "complicatedness".

What they do covers two entirely different aspects of "farming." It's not like this for the sake of complication, but to give the player a choice. You can choose to simply get more loot, or you can choose to make the normal amount of loot include items of higher rarity. Of course, you can also choose to have a combination of the two effects.

If I had to make a personal choice between the two, I would go for IIR.

That's what I did and after more than 200 hours of stacking 315% IR, I eventually found none of the items I wanted and had to trade for them using orbs. Nowadays I prioritise IQ over IR. Of course I try to take both whenever I can.

For the largest amount of rares, you actually want 1 quantity for every 1.625 rarity, because they scale off of each other.
Imo IIQ is better. IIR could increase rarity on any tier of base items, but with orb you can control which base tier of item to upgrade. Afterwards, even if you get attributes you don't want you still have the option of trading it.

At the end of the day you're more likely to get something you can use yourself if prioritize IIQ.
