If you PC is clean (no virus, miner, trojan), no HW problem, no overclocking, temps ok, updated drivers, Windows updated, no similar problems in other triple A games, firewall and or antivirus doing something (degrading performance):

Please post your WinMTR results via Pastebin.com. Keeps the formatting for easier reading. For PingPlotter use imgur as host.

If you have packet loss or pink spikes in both tools (and POE), please change the DNS of your internet connection in your router to Google or Cloudflare or OpenDNS:

CloudFlare 1.1.1.1 and 1.0.0.1
Google 8.8.8.8 and 8.8.4.4
(Cisco) OpenDNS 208.67.222.222 and 208.67.220.220

How to change the internet DNS settings (Primary and Secondary), Google the handbook of your internet router (is in most cases where you put your ISP details in to connect to the internet).

Further troubleshooting can be to find the best (best ping, no spikes/packet loss, least amount of hops) DNS + Gateway options (Google DNS + gateway X) if you have several gateway options available (eg in Europe).
