I'll fully agree with you that no chat is/should be limited to a certain focus group; There is no "warning" upon joining any chat that certain people act in a particular way in it, and no matter how "infamous" a global chat may be, people still have the option of joining it, and complaining about the general demeanor. Why? Because freedom of speech goes both ways.
Large scale spam like you mentioned are indeed subjects of muting i have no qualms with being without a mute-time limit, since it is fully intentional at all times, and only for the disruption of others; i however am not a fan of permanent muting due to the investment some people add to their account.
Sure, they could just not have done it, but people can have a phase of stupidity wherein they do these trolly acts, which they'll regret when they're done with the phase, and being permamuted could remove their interest in the game.
Silencing these idiots for good may sound appealing, but do remember, that while they may behave like assholes, behind it all they're still a person who just wants to enjoy the game.
If they're detracting from the fun of other people having them lose interest in the game is a good thing. Who cares if they feel bad about it later? They should know not to act like that in the first place and get ample warning before really long mutes.

I've been playing this game since mid 2012. I've only ever had a single 5 minute mute and that was for giving away an item and asking people to guess the number.
I'm one of those people that chat in G1, because that's where there are going to be people. There are times I turn it off, especially when trying to kill a hard boss.
I don't care about the politics and religion talk. That's normal and sometimes people get heated. But the spam is beyond that.
I'm one of those people that reports every single toucan and spam.
Why? Because I'm not 12.

I just give honest advice to ppl who get triggered by everything they see its for their sake i advice ppl like that not to join they are however ofcourse free to do so.
Its ppl like you who want to tell others what they can and cannot do not me.
I am just wondering why if toucans scare and trigger you to no end would you join global seriously do you like being triggered all day?
Or is it about the bans ppl get is it justice porn for you?

I agree that GGG is off on this. For people who behave like you, repeatedly and doesn't learn that their behavior is unacceptable, there shouldn't be a limit. You should simply be banned off chat forever.
I think part of the problem is GGG's definition of "unacceptable" is archaic.
For a game that advertises itself as mature, with this much blood and sexual content, you'd think you can go in chat and call someone an asshole without getting a 16 hour mute. However, while we advertise the game for a mature audience, one that should have the, I dunno, maturity to handle being called a name on the internet, it's moderated like Hello Kitty: Island Adventure.
The laughable part is that you can be involved in a discussion about Donald Trump's beastiality fetish, get muted, and the discussion continues on for 45 minutes with the exact same people. My tinfoil hat may be on a bit too tight but it does have some faint smell of bullshit.
If you're reading this, I'm probably on another year-long ban.

Did it ever occur to you that people play this game at all kinds of resolutions and monitor sizes?
That at a low resolution, a toucan or "flashbang" takes up 30%-50% of their screen? Why do you think it's called a "flashbang"?
A flashbang is a non-lethal grenade used by law enforcement and the military to temporarily blind and disorient an enemy.
It's not about being "triggered", whatever you mean that meme du jour. It's about being disrupted while playing with completely unnecessary and intentionally disruptive text.
It's about neither justice nor their bans. It's about deterring future dickheads disrupting the game. The apologetics behind such behavior, well, not even my 10 yr old is immature enough to try and justify such a thing, and he plays POE.
Maybe he's just ahead of the curve.

No, and to even get that much from 15 minutes is only due to repeated infractions (it doubles i think each time)...if what someone says bothers you block them, or turn off chat, if it was something offensive then report it and move on, YOU DO NOT NEED TO INSULT ANYONE
