Slow startup of PoE is solved with SSD drive. As far as game play, well... our gaming rig's power (cpu and gpu) increases have more than been overpowered by PoE speed creep such that the server side simulation is being crushed under the tons of extra mob damage calculations that occur as we strive for maximum speed to clear maps in record time. All this just to eek out a few more million xp/hour just to compenstae for the xp nerfs above level 90.

GGG has really coded themselves into a proverbial corner on this one. Players love speed (killing everything on screen in 1 or 2 shots) and so GGG ramps up the power creep to allow faster map clearing. Oops, GGG is seeing many level 100 builds in under 2 weeks. Answer, nerf the high end xp. Oops, players come up with faster mob killing builds to compensate for lower xp. Oops, server cpus are overloaded and die under the tons of extra calculations.

Solutions? Slow down the whole of PoE play and mob killing speed? Nope, GGG says they'll lose too many players who are hooked on speed running maps (PoE speed junkies). More code optimizations? GGG has been and always is tweaking skills with an eye towards reducing lag (server side calculations) like with SRS changes (limited to 20 max) but there is only so far they can go with that and it is also a very time consuming tweaking/balancing process. Add more game servers to distribute the server side processing load (fewer game sessions per server cpu)? Yes, GGG is doing this now (or at least Chris claims they are) but that takes time and money too.

GGG has a Kobayashi-Maru of a server mess on their hands with the speed direction path they've taken PoE down.

download 4.3 beta of AB and installed both it and riva but riva does not actually open for some reason. I was using the same video linked before but no luck then or now.

Thanks, I was able to cap frame rates.

Sadly it did nothing to help my frame rates. The graph still looks like a roller coaster but its just capped at 60 now.

Did you try and turn post processing off in-game? I would for example turn off that, and AA and set qualities at low to start with, then test a map and tweak the settings until you find the best balance.
Also I would do the same tests with the DX9 version as well as the DX11.
Also try it with windowed mode, full-screen windowed, and fullscreen.
Tweaking the Nvidia control panel 3d settings can also have an impact on the overall performance.
I can not tell you what will be the perfect combo of settings, I would just google the information and test it as mentioned above. Since you have a 120mhz monitor it also may have settings that can be adjusted to 60mhz if u run the limiter with it, but I have no experience with gaming monitors as I run on a 60mhz one.

250ish hideout fps, never dips below 115fps. R9 390x i5-6600k, 16gb ram. Max settings 1080p no vsync (144hz monitor)

I had believed it was something with certain skills like KB interacting with HoI but maybe its something with my specs?
