It is still impossible to get 60 fps gameplay end game [SOLVED]

Clearly the client can't keep up with your clear speed. That's some pretty crazy dps there, Nephalim. :)

I wonder if it's graphics- or network-related. With the speed you're running at it could be that there's not enough time to update all the stuff going on. That's why I suggested Predictive, because whenever I get stutters similar to you, it's because Lockstep is messing up temporarily. I play a lot slower builds than you do though. Looking at your second video, clearly that didn't help much. Bummer.

If GGG sees this: I'm sure you'd find it interesting to copy Nephalim's character and run it in a debugging mode or something, see what's actually going on behind the scenes. That's what I'd do. :)

Personally most of my stuttering is gone as of DX11, which I'm really happy about. We've similar systems though mine has a newer 6700K and a 980Ti, running at 1440p @60 (Vsync). I tried without Vsync and ran around in my hideout and got ~410 fps, pretty crazy. Your 970 shouldn't be a problem, one would think.
From what I know, the server can not handle so many simultaneous hit calculations and the shattering effect of hoi compounding on every mob does not help either. GGG could either improvement the calculation formulas or reduce the hoi shatter effect.

I do not think even a super computer could run the same scenario at above 60 FPS, the game engine is simply at it's limit at this point and no amount of code optimization can make a prius run like a lambo.
I spent 600 dollars on my monitor hoping to be able to utilize going from 60 to 120 frames, a fairly expensive rig and donated nearly 1000 dollars to GGG but none of this investment will ever allow me to play a reasonably steady 60 fps with the build I have.

I'm kind of shocked you are getting 410 fps in hideout, I have at most 120 but without a high refresh monitor above 60 mhz it is impossible to actually see frames above 60.

Have you tested it out using VSYNC with 3rd party apps like MSI Afterburner with Rivatuner S. Server frame limiter? It has helped me get more stable framerates.

I notice the base FPS graph in hideout is no longer consistently 120 like it was a few weeks.
It really feels like a recent patch has destabilized even my idle fps.

Strange, I have a 970 and a 4690K @4.1 Ghz, I play at max settings without screenshake on a 1080p monitor. Never dropped below 70 fps even in 4 men parties, unless more than one player was playing some crazy ass fps heavy build. I noticed that installing the game on the SSD greatly improved performance.

Agreed. I also play at max settings on DX11. I cap my FPS at 60 through my GPU software and it never drops or dips. SSD is a must. Also keep in mind that the PoE engine is very CPU heavy, and if your CPU is bottlenecking, it will drop FPS before your GPU even becomes an issue.
SSD + GTX1070 here, yes it is possible to get 60 fps any situation max settings. I am around 300fps in no man's land, my CPU used to be good but is kinda old it's probably the bottleneck right now. I guess it Higly depends on the build you play to, I probably played build that are far less demanding.

Wow your gameplay is super smooth, I'm doing this whole league with 0-40fps. If I only had game performance like yours. Just so you know there are people with far worse fps issues.

Funny thing is, my 400$ nvidia laptop runs game smoother than my main desktop pc on amd.

I opened numerous threads on tech support forums and tried every solution, nothing helped, only help will be either me buying a top pc (read as nvidia) or they fixing game engine.
