FWIW I was finally able to resolve this error (in automatically updated Win 10 Pro) after Windows update eventually reported (in the settings panel) that it had given up trying to install new updates -- I was then able to run VC_redist.x86.exe from the Grinding Gears directory and launch PoE. Before that, nothing worked (rebooting, running in safe mode, trying VC_redist.x86.exe from Microsoft, killing windows update processes in Task Manager,...) but maybe I just got lucky.

*POTENTIAL WIN 7 FIX*
I was having this problem. Repairing through the file in the Redist folder would not finish, neither would installing after having desintalled (so x86 remained desinstalled). I read installing both x32 and x64 would help in some instance. I wasn't able to find the x32. But I installed the x64 from this link https://www.microsoft.com/en-us/download/details.aspx?id=49984 and POE was able to launch. Just thought i'd post my solution here for windows 8.1 users that worked for me
*FIXED FOR ME* WINDOWS 8.1 USERS YOU NEED THIS UPDATE (KB2919355) 32bit https://www.microsoft.com/en-us/download/details.aspx?id=42327 64bit https://www.microsoft.com/en-us/download/details.aspx?id=42335 make sure that update is installed, it is quite big, and you may need some pre-requisites to be installed beforehand. update everything in windows update until you get that one. once that is done, the 2015 redist will install just fine. so yeah, if you havnt done a windows update for a while, you are going to need to.  Also (KB2999226) may also be needed. make sure those are installed |

Guys on Win 7: check if you have service pack 1 installed, or any other "important" updates pending (control panel > system & security > windows update)
After SP1 is successfully installed, the redistributable will also install properly an PoE will run. When night falls
