Trees are fair in the comparison bcz everything are same except the specific weapon circles. Another small difference is 203% life in Staff vs 210% in Axe.

At first glance, Onslaught Song tooltip dps is better bcz of higher Crit chance (93.8%) vs Pain Sunder 60.3%. But if we check Total Combined Damage (X-Y dmg), Pain sunder has 35% more X-Y dmg than Onslaught Song, which means (If we also take Crit multi into account) Pain sunder deals literally 30% more dmg than Onslaught Song in a Crit Strike.

In PvE,
Pain Sunder User can always rely on Diamond Flask to push 60.3% crit chance up to 84%. But there's no flask for Onslaught Song User to push its X-Y dmg up by 30% besides Lion's Roar which we alrdy used in both staff and axe cases. It turns out Pain sunder's actual dps is better for Crit EQ build in PvE.


In PvP,
Since we cannot rely on Diamond Flask in PvP, so it's easy to see that Onslaught Song is better bcz of 93.8% Crit chance which can let you deal crit strike consistently.
