LvL 28 PvP Balance Index

What skills should be changed or reworked for LvL 28 PvP aka Low Level Dueling?

Please leave your ideas with convincing reason of why the skill is disruptive to game play, scaled too high or not high enough, or just doesn't function in a mechanical way that's viable.

I think shield charge should be reworked in a manner which allows it to hit moving targets. Atm it does not.

Other than Shield charge being bad only thing that comes to mind is ,PUNCTURE TO STRONK!

Make tornado shot damage closer to multi shot.
Scale certain flasks properly in 28 pvp.
Scale jade, granite properly.
Introduct immune to frozen/chill for duration of flask mods.
Introduce a new wand skill, allowing wands to use both melee and range. Whether this just allows for wands to use skills like heavy strike, flicker,etc, or create a new wand-only melee attack. There needs to be some reason to choose wand over bow, and as is there's not even close to one reason. Allow cannot be frozen to be a corrupted implicit. If heavy strike can be nerfed with a good vaal, why shouldn't the biggest disadvantage of PVP? (frozen) Remove the second half of puncture's effect. It's plenty powerful, instantly dying if u accidently run without flask is no fun. Orrr... roll puncture much like crit and viper strike is rolled. Puncture has a chance to bleed. I'm thinking on the fly.. just some ideas.

some very very good ideas. I think wand has many advantages over bow, such as crit base.

Okay, true, they can get like 3.5% more crit base but limited to basically frenzy and power siphon. Maybe a crit multi skill?
I'd suggest you wait to see the 1.3.0 patch before you do all of this. It already contains a ton of balance changes.

This list may become obsolete after the patch hits because it has changes to pretty much every damage skill in the game. Once 1.3.0 is out, making this list afterwards to see what is good/bad and needs further changes, that would be great.

I am going to leave this up. I will be changing this index as time goes on, so it will be easy to adjust when 1.3.0 comes out.

I recommend removing the mod on Goddess Scorned stopping the user from dealing damage with any other source besides the weapon. Having no traps, no cold snap, no arc for trap clearing... It takes an extremely fun character and just completely cripples it.

Be careful not to over-nerf puncture. Point blank support shouldn't work with trap, that's in my opinion the best change.

Not directly pvp suggestions but...
Make more mods into "legacy" mods in addition to creating new mods, so that there is a healthy cycle. They give the items a story and make collecting more fun.

Perhaps create a form of level 28 "map" that allow's a player to be able to utilize an extremely strong level 28 character to farm currency.

Ice wall. This skill is so unreliable and glitchy. It should act like a wall, not rice paper. Currently you can whirling blades through it, EK through it, some bow attacks go through it (without having pierce) based on RNG. Frost wall needs to be able to block all attacks (even with pierce). This change would buff all casters meanwhile nerfing bow users (mostly puncture comes to mind).

Another that needs balancing is acrobatics/phase acro, block. A lot of people already know this, I don't think I have to go in much detail.
