Mjölner not getting legacy nerfed

Although regular Atziri killspeed might seem impressive, I've tried the same build on Uber Atziri and got my ass wiped. The disadvantages to Mjolner build are:

• the single-target DPS of Mjolner simply sucks. It can't compete with low-life ST/summoner, puncture-bow, dual-strike dagger, hybrid wanderer at killing bosses.
• The build needs to be too close to enemies, and introduces a lot of desync if you rely on cyclone + multistrike (highest proc combo).
• Not to mention, the gear requirements 412str/300int make it very prohibitive gear-wise.
• Relies too heavily on lightning skills (if arc or discharge is nerfed in damage, so is the build)
• Standard-only, since Voll's Devotion (for Discharge) can't be obtained anywhere else. If you replace Discharge with Arc (double Arc), damage is abysmal.

Conclusion: I'm not surprised GGG didn't nerf Mjolner.

that post you quoted is quite old, a lot has changed
