Counter-question: where does it say, that that crit.chance is applied to spells? =)
Same goes for added lightning damage.

1) (generalization) if you are an experienced player - you'd think about modifiers and\or simply test it by equipping itmes and check tooltip\cast spell\etc

Almost every other game which i've played (and i think many of you also) never had weapon modifiers affecting spell\special abilities if not specifically written. Same here.

2) (generalization) if you are not experienced player (or not experienced with ARPG in general, or else) - it's strongly recommended to spend god damn 30 minutes reading at least anything about the new(for you) game you're going to play.

And only after that you can start "demanding" something at the game forum or in the game chat.
But if you mindlessly jump into gameplay and then start complaining (saw "beatiful" example in global chat: "i came here to play, not to read"), well...

3) (bold part) who is to be blamed if he didn't read? It's not required to read all game mechanics.

If "new player" tried to equip (that wand for example), and the stats didn't change in the (let's say fireball) tooltip - can't he make a simple (and obvious) conclusion, that that crit.chance won't affect spells? Is it so hard to do?
