Usually the last 1% to reach 100% is not worth it and the route to Unwavering is cut away.
The max without flasks and doing it passively is of course ->

2% from EA.
2% from Mara.
5% from Legacy Saffell's.
2% from corrupted Ammy and Chest.

Sounds about right then. Asked this because i play summoner so i can afford quite a bit of change in my tree for more resistance to self atm, so sounds like tierh 91% for me & 80 for minions or 96 & 75 for minions depending on necro aegis and 1 less in non legacy leagues. Ty for confirming there are no other perma sources.
