What build uses projectile speed?

If you somehow managed to roll over 100% combined spell damage on there, it would be pretty good for an ek build that uses arctic armor. The +2 cold skills would boost AA, though the lack of cast speed does make it sub-optimal.
Basically, it's not worth eternalling, and only worth Yolo exalting if you're filthy rich and bored. As it is though, not worth using. IGN: Smegmazoid

EK is a cheap build and not only that loves cast speed. No one would buy this for even 4ex if it had combined 100% spell dam. Waste of exalts.
