+Gem Levels has no effect on the Required Level (except for CwDT purposes iirc?). That's why it's the most potent affix for Spellcasters during leveling, by a country mile.

I like the idea here, definitely seems like you spent the most time on this so far. The one thing that worries me about creating a ledge farmer, is the fact that iiq is essentially nonexistent anymore. With 120% iiq you could make bank off of ledge, however only 6% on parandus is not going to be noticeable. Having said that, the big ticket items do not drop off of ledge either I don't think, but those aren't the only way to make money :) This one leads thus far. I will end the contest midnight CST Thursday (8 hours from this post).
Well I wasn't sure which items you meant to be running, but I tried to have the build leave as many slots open as possible.
Since you said IIR/IIQ and Wondertraps, I figured that that meant Sadima's/Perandus/Wondertraps/Andvarius/Andvarius/Goldrim(Or IIR helm).
Ideally for this build the items would be:
-Crit Dagger
-2x Gold Ring with high IIR and crit
-Gold Amulet with IIR and Crit
-Demigod's Obi
-Helmet with IIR and ES
-Chest with resists and ES
-Aursieze
-Wondertraps
-Wheel of the Stormsail or Kite Shield with ES and resists
-Divination distillates and quicksilvers
With a max possible IIR of 530%(assuming perfect rolls) and IIQ of 18%.
If you want to stack IIQ, then perandus, sadima's, divination distillate, theif's torment and goldwyrm are the way to go. (Max IIR 220% and max IIQ of 78% assuming perfect rolls).
You'll find a sweet spot somewhere in between, but if you're mainly looking for orbs, IIQ is the way to go. Don't really need to low life in that case and the build would change.
As an addendum to my previous post, you can use whirling blades with Item Rarity gem and Culling Strike to finish off rare/magic mobs if you want for an extra 59% possible IIR(20% gem).

Well, I have a dagger that would probably work for this build
And I also have the wondertraps, goldrim, stormsail. Would need the rest though. This build needs the most frenzy charges it can get, so that would mean the bandit frenzy, and just the one on the passive you have listed? Also, I could get a rush through piety merc as well for the passives.

Dagger is perfect. If you're rushed through Merc for the extra 5 skill points you can hop down and grab the frenzy charge near the ranger start.
Personally, I would utilize a self-casting Ice Nova Templar, because of how amazing Ice Nova looks, and the fact that you can use a +3 to cold gems sceptre with empower + Ice Nova to have roughly a level 23 Nova, which should be enough to 1-shot most mobs, and allows you to use the Stormsail Shield for 40% more rarity. On top of this, you can than utilize your chest's 4/5/6 link to hook up a (insert single target spell of your choice, I would probably use Freeze Pulse or Glacial Cascade).
Theoretical Gear:
Sceptre: +1 Gems +2 Cold Gems 3 Link --> Ice Nova + Empower + Concentrated Effect (offset by the passives taken)
Shield: Stormsail, +40 iir
Helm: Best IIR Helm you can find! ---> 4L Discipline + Clarity + Reduced Mana + Blood Magic
Chest: Something Random ---> Single Target Skill Here, Anything should work (if Nova doesn't just 1shot anyway)
Gloves: Sadima's/Aurseize (preferably Aurseize) ---> 4L Blood Magic + Reduced Mana + Haste + Purity of the Elements (or if this is not possible, use Tempest Shield, to guarentee low-life)
Boots: Goldwyrm's/IIR Boots(max 32) ---> 4L GMP + Ice Spear + Power Charge on Crit + Whatever
Belt: Perandus Blazon or Demigod's Obi
Rings: Preferably +12% Cold Damage, 65 iir gold rings, but andvarius works too
Amulet: preferably + spell damage + cold damage + double roll iir + es, but anything works here.
The goal is to 1-shot every pack consistantly without needing to abuse crit, and thus have an rng based clearspeed, and the power charges are merely a luxury if you feel like getting them up. With the ~15 es nodes taken, discipline alone should give you around 600-700 es, and than 1-2 pieces with a reasonable amount of es will be enough on top of that (preferably a 300-400 es chest, should be about 1 alch by now...)
Potions:
(optional) 2x Atziri's Promise
(optional) 1x Lavianga's (to maintain power charges if using)
4x Quicksilver Flask
1x Mana Flask
Some good information here, however... how am I going to use a lvl 23 gem as a level 53 character?
With the +3 Sceptre, and a level 2/3 Empower (A corrupted 2 will cost roughly 15chaos, corrupted 3 around 4 exalt) You get the following:
(assuming level 55, because orbs do not have diminishing returns yet at this level), you have a base level 15 Ice nova. +3 from sceptre goes to 18. Empower level 2 with the + from sceptre means it is +2 gems, so level 20 Ice Nova, with level 3/4 empower making it go to level 21/22.
With the roughly 200% increased damage in the build, as well as a 2x multiplier on damage from concentrated effect, whites and blues should be 1-shot, and rares will go down quickly as well.
This is fairly easy to test without making a new character as well, as most of the damage comes purely from the gem itself. Your single target can be hooked up to IIR + Culling + other stuff to actually do dps as well.
EDIT! I forgot, you could actually go for a wand instead of a sceptre, and aim to use vaal orbs to Corrupt Culling Strike on the wand, which would make you completely unstoppable, and than you could (if your damage is high enough) remove Concentrated Effect for a IIR gem, and have your entire character basically compressed into one 3L'd (pseudo 4L) skill that you walk around and spam. Easy, brainless, fast!
