I desync far too much to use a movement ability... I leveled a lightning warp and half the time it wouldn't even teleport me. But I have 50% move speed from gear alone when I am in non-MF gear and 30% in MF. It gets the job done pretty well.

teleport doesn't go through if you break line of sight during the delay. it should work fine as long as you stay still after casting
I made a 235 movement speed char once. ...he desynced like crazy just from running. desync isn't really tied to using abilities, just moving around really fast in general

Equal footing? No way man, EK is already way too easy to scale efficiently compared to mele, being able to scale it of physical damage, projectile damage, spell damage, cast speed and spell crit, as well as any of the +elem damage gems... So many options... You can run EK as any class and always have passives available that scale it... I don't think the same can be said for any other spell/attack in the game.
