The difference between the two is that the mirror makes an exact duplicate while keeping the original. The mirrored copy cant be changed after the fact (can't change its affixes by rerolling etc.). You also can't mirror uniques as these are already considered copies of their unique prototype.
The imprint of the eternal orb can only be used on the original item that was to be saved to restore an earlier state. No duplicate copy is created.
So an eternal orb would be "cheaper"?

4L is easy, 4L rarely takes more than 10-15 fusings.
5L is said to be average around 80-100 fusings. I've recently spent over 400 fusings and never gotten it.
6L is said to be average around 1200 fusings. Some needed several times that, and most never get it.
