If your region is locked for PoE then you cannot use Steam Wallet to purchase points. It is still possible to install PoE via Steam for locked regions, but THIS is why it is locked. My guess is that you are in a locked region, but used a workaround to install PoE anyway.

Hello,
I come from Germany and wanted the supporter pack for 50 USD Buy. Now is there all the time Steam Purachse Failed, I have now read the many regions locked. I now have an extra charged 40 € on Steam to buy me the said package, and here we go not because the region is locked? Why is it not clear to read that is locked my region? I Hope this because in the next few days what happens, at least the regions could be seen that are locked so you do not unnecessarily is charging money ... it is rly stupid... i make a forum topic at steam too ... hopefully that get fixed soon... or just write a msg with wich regions are locked ... I think there was an issue with Steam making payments as a lot of users experienced it.. but it has since been resolved for most of them. Is it resolved for you now as well?
