Do botters spoof their IP or something?

I'm assuming GGG wouldn't hesitate to IP ban a big-time botter. So they must be changing it every time they get caught or just spoofing it in the first place, right?

Otherwise I was going to suggest charging like 20 or 40 bucks to un-ban an account, and just leave it as flagged to check in on those bastards occasionally.
I'm serious and I say this as someone who hasn't ever been banned.
It's free to create accounts so botters never have to stop. If we could nail those fuckers with some IP-bans it might set em straight when they have to pay $20 to get back in the action.

there are forums that do this and it creates a lot of revenue out of thin air using systems already in place (banning fuckers)
Botters would just use a hacked paypal account or chargeback after they are done muling all their stuff. It would cost money to GGG to implement this...

Again in case you had trouble reading it the first time: Garena hosts PoE for South East Asia. If your Garena account gets banned for using maphacks, RMT, etc then you can buy an "unban card" which gets your account unbanned. As such, you can already play PoE, get a ban, and buy your way out of it, you just have to do it on Garena's servers.

Edit for clarity: Garena has two types of bans. They use autobans for RMT, maphacks, and basic forms of cheating, and these are what you can use the unban card for. They also have a system to perma ban people for more serious stuff (like attempting server side hacks) and there is no way to buy your way out of those.

Evidently you are having trouble reading. Go play PoE on Garena, get banned, and buy an unban card. It's that simple. It's a core part of Garena's business model.

PoE not Garena? What do you even mean by that? Garena is publishing PoE for South East Asia. It is PoE, and you can pay to get your account unbanned. What's so hard to understand about that?
