I think being able to pay, up-front, significantly more than the expectation needed to roll a 6L, might not be a bad idea. Say, 1500 fusings when the expectation is 1000.
I am not saying that if you just happened to roll 1500 fusings into the item you should be guaranteed a 6L.
If you are rich, taking this recipe would be a bad idea.

it's a terrible idea and goes against the fundamental principles of an RNG based game. So, no. Even if you made it 1000000 fusings to guarantee a 6L I would still be against it.

What I enjoy the most about these debates is that some consider 6L to be "challenging" or "hard" or "difficult" and that making a set 6L recipe makes the game easier. POE 6L is the video game equivalent of becoming my grandma and going down to the casino to pull the handle on the slot machine.
To say a recipe that puts a 50% premium on average/expected fusing used to 6L makes it easier is just hilarious and bizarre. On average, it makes it 50% "harder" by this odd definition of difficulty.
6L is time consuming. Nothing more. Getting a 6L is about time invested. There is no skill involved. Just farming time. There is no challenge to overcome aside from the challenge of dedicating time to gaming vs life outside gaming.
The issue here isn't one of difficulty. It's a game design choice as it relates to time invested into playing the game. RNG implementation in build completion is something GGG wants in the game. GGG wants RNG mechanics influencing currency investment, trading dynamics and most importantly time spent within the game. Pretty clear and not likely to change. So anyone hoping the game remains "difficult" in this way should be happy.
The issue many of us have with the 6L portion of RNG is that the 6L is often the only step remaining to be taken to complete a build and CAN BE out of reach simply due to a lack of willingness to dedicate many hours of currency accumulation to pull the handle on the slot machine.
I have found a 6L, 6L'd and also blown 2000+ fusing on a current 6S. Wasn't hard to find a 6L, wasn't hard to 6L, wasn't hard to waste 2000 fusings failing to 6L. Just time consuming.
But sometimes you just have to accept the truth, PoE is aRPG with the heart and soul of a degenerate gambler.

Might I ask why you don't think leveling should be RNG-based? :) (If you have that opinion)
