That last part is important, here are a few good examples:

gmp spec throw gives 2-4 hits per attack per monster (takes 2 gems)
split arrow + chain gives 15 hits maximum per attack (takes 2 gems)
LA + gmp + chain gives 45 hits maximum per attack (takes 3 gems)
split arrow + pierce curse + nodes gives 1 hit per monster (takes 1 gem)

Wands tend to be inferior to the above 4 options.

However, I wouldn't say that wands are bad. Power Siphon is still pretty amazing for what you're trying to do, and if you strip away the skills a single wand hit is worth more than 1.5 bow hits.

wand with 11.2 base crit chance + elemental hit with 20 quality should beat anything in crit chance

Base crit chance is nice, but you also have to consider what crit passives are available. There are for example a lot of crit passives for daggers, and daggers also have high attack speed. I've tried many CoC variations and found dagger + cyclone to be most effective. Because

- cyclone generates a LOT of hits
- cyclone gets AoE with no support gems
- with AoE, CoC triggers for every monster that was hit, which generates a lot of casts

But with Cyclone your "crit rate" will be really roller-coastery, because your skill-use-per-second will be extremely low compared to, say, a wand build.

Nothing wrong with roller-coastery per se, but not sure it's what the original poster is looking for.

What I mean by roller-coastery: Go for 2 seconds without any crits (because you cycloned twice for 1 second each) and then on the third second you unleash like 300 spells because you're critting so much. Then go for another 2 seconds without any crits. Etc.

ALSO it should be worth speculating about Barrage (which is coming in 1.0.3), which may be "best in slot" for a max-cast-on-crit-per-second build.

I think wand is the way to go because with power siphon you dont have to kill with the skill itself to trigger the power charges, as long as they die shortly after being hit with a siphon youll be getting power charges back and that will save a PoC gem in the equation.

Because all you are looking for is local weapon crit and attack speed, theyre both suffixes, so then you can potentially get spell crit, spell damage, spell damage/mana hybrid etc
