Actually, because of the way CoC works this doesn't fully adress the issue, the correct formula (in really simple form) is

# of casts = AS * crit chance * # of hits per attack.

That last part is important, here are a few good examples:

gmp spec throw gives 2-4 hits per attack per monster (takes 2 gems)
split arrow + chain gives 15 hits maximum per attack (takes 2 gems)
LA + gmp + chain gives 45 hits maximum per attack (takes 3 gems)
split arrow + pierce curse + nodes gives 1 hit per monster (takes 1 gem)

Wands tend to be inferior to the above 4 options.
