Yes this makes him as bad as Dialla (and she obviously knows a lot about gems from Malachai and ofc she did such things too). But still he uses exiles (criminals) for medical experiments, not law abiding citizens. And country must protect itself, must have biological weapon or what ever weapon in order to protect people from enemy.

What makes you think Dominus is "bad" or that our characters are "good"? The primary motive for most of the characters seems to be revenge(except in the case of Templar, where the primary motive is pants).

Doesn't Dialla say she doesn't know why she didn't become like the other Gemlings? Sure, she also says somewhere that she chose herself and was selfish. So it's not too clear if she is the cause of the other gemlings' fate or was just able to somehow use it for her own ends.
Dominus on the other hand is the prototype of a mad, power hungry tyrant who uses the cloak of religion to justify his own deeds. Read the letters of exile: Kraityn was a real criminal, Hillock was, too. Some others were, no doubt. But there are people on Wraeclast that didn't do anything really wrong. And given the rather unfriendly environment on Wraeclast, exiling anyone there is tantamount to death penalty. Most seem not to be able to even make it to Lioneye's Watch. And given the method of getting the exiles there (dumping them over board), it is intended they die - either by drowning or by being killed by Wraeclast's unique fauna. Now, the cartloads of people we find in Lunaris III - I don't know if they're all exiles (I somehow doubt it - look at how small Oriath is on the map. More likely they're people from surrounding tribes like the Azmeri, Maraketh etc.) So, what do we have now? We have Piety, who tries to perfect the art of engineering functional people - manufacturing a load of miscreations while she's at it. It seems like she's some sort of bodyguard for Dominus, who's trying to become a God (or rather, Demon Lord) - a process that probably requires a lot of blood. And then there's you, the exile. You might've been a criminal (but who knows - anyone who reads Pratchett knows there's a Guild of Assassins in Ankh-Morpork and it is all legal; perhaps in Oriath hiring a killer isn't that much of a problem.) The NPCs remind you several times that you're not really a hero. But in the end you kill someone to whom the word "criminal" is just not applicable anymore (well, 2, Piety and Dominus) - they're way beyond it. Your problem, OP, is that you think in black and white. There must be a true hero on the one side and a really bad guy on the other. In my opinion, there is the really bad guy on the other side (and it worries me a bit that you don't see it) - but there is no hero. If you want heroes, play Diablo (II and III; if you remember I, when you kill Diablo you see that our hero isn't such a hero after all but, seduced by the power of the soulstone, sows the seeds for Diablo II and III and the mass destruction and slaughter that takes place around Tristram, Kurast and around Mount Arreat. The exile you're playing is a (probably) a criminal who tries to survive in Wraeclast but is not all good and noble. He causes some, let's say opposite of collateral damage by killing Merveil, opening the route through Axiom Prison, opening Shavronne's Blockade and so on. On the other side, the can choose to side with one of the barbarian lords in Act II - you don't have to get rid of them all, helping the poor Azmeri. Bird lover of Wraeclast
