how to solve the RMT SPAM epidemic, simple solution

how about this,

If you send too many whispers in an arbitrary timeframe (say more than 20-30 whispers sent per minute, account wide) your entire account is banned unless you petition an admin.

This would not impact regular players, I HIGHLY doubt anyone is sending more than one whisper 3 seconds continuously, if they are they deserve to be banned with the bots (or can petition customer service).

This would prevent them from simply creating more characters because it's an account wide limit and ban. Of course they could create multiple accounts but that takes more time (and captchas)

perhaps this could be combined with some sort of level limit on whispers, like at least level 10

Is this a Standard/Hardcore league issue ?
Cause I haven't been bothered at all in Anarchy/Onslaught, Domination/Nemesis.

Also, I don't think any form of censorship is a good thing.

It's a problem on every league, as soon as you use the tradechat / globalchat.
On my Scion I receive whispers every few minutes and sometimes even multiple ones in one single minute.

Just disable repeating the same whisper to multiple people in timeframe x, enable a report button for whisper (I am really missing that) &, optionally, disallow for new accounts without a character higher than level x to whisper player which aren't on your friendlist (you can even set it low, it's not like you'd need to make it 30-40, even 10~ would be enough - like it is right now they can pretty much just activate account after account & have NO restrictions).
It's the fate of a free to play game, you have to set a level requirement on atleast one character for certain things or to censor really a LOT.

I wouldn't worry about it, the message is over 6 months old and the site is not accessible(checked before posting)...was also reported at the time, this is purely an example of how said suggestion could be bypassed and that isn't even one of the more creative ones
