Yeah basically if you speak in Global or Trade chat, you're gonna get RMT whispers for the next couple days. It's a bit annoying.

Don't block communication entirely. That would have a strong negative impact on new players. Limiting the number of public communications per hour allows basic interaction. It does not allow spamming.

How about just adding report function for whispers?

Anything that deal with money is a VERY VERY bad idea.

All they would do is make a fraudulent purchase, get a chargeback and they wouldn't lose money while GGG would lose money for every single of those spammers (around 10$ each times). Not very hard to see how badly it would go.
