You probably gain charges from using certain skills so probably not. Would restrict builds

i would prefer a more random charge system, played plenty of games which use this mechanic and all you end up doing is spamming the same skill till you can unleash your charge on something worthy

gets boring fast as it limits your gameplay style to incorporate charges into it and the most efficient way of doing it

if its done right though it will be nice
