VOLTAIC GUARDIAN: Where do I find this monster?

Have been in almost all maps up til lvl 75, i bet i meet igna phoenix before one of these)))

Been trying for this sucker for a few days myself, and still haven't found a rare... BUT... I did find the actual mob 2 maps in a row in a Vaal Pyramid map... so that's rather encouraging - but disappointing at the same time, seeing as the first one I ran had 53% increased Rares, and still didn't find one :(
