They may mean that the game itself is in pre-alpha, but they have polished up one area in order to produce this video.
Kind of like how an author may have one complete chapter for his book that he uses to gain interest from publishers. "the premier Action RPG for hardcore gamers."

Maybe they're feeling the competition from Path Of Exile, Torchlight 2 and D3 so they thought they should extend their release date and touch some things up before going into alpha. There is absolute zero factual reason to believe that clip is from a specially polished and orchestrated area. Given the fact it's pre-alpha, and given no other information one must assume it's a tech demo.

A tech. demo?
Okay, here’s a definition: A tech demo (technology demonstration) is a prototype, rough example or an otherwise incomplete version of a product, put together with the primary purpose of showcasing the idea, performance, method or the features of the product. However, you can't claim that the demo is misleading especially when you don't know what's going to get developed. That game isn't out yet, and obviously no one's forcing you to buy it. Happy Days Abound.

The game is built of an improved version of TQs engine. Tech demo or not, it's gonna look pretty. The idea that they're falsely representing themselves is silly. It's an indie team (who mostly have day jobs at other companies) working hard on a cool looking ARPG. What's there to be cynical about?

The entire purpose of a tech. demo is not to falsely represent your game, but rather to showcase proof of concept using the technology you intend to deploy, which is exactly what they did, and it actually did look great.

Sadly pretty engines don't always mean good games. look at FF13. not saying that will be the case for this game though.
