Gem leveling... why is it so slow?

You have it the wrong way around. If you are leveling up in areas where you getting 100% exp. Your gems will lag behind, if you are leveling up in areas where you are getting less than 100% exp (like much to high, or much to low) your gems will level up faster than you.

I don't go to areas "to level up", but rather play through the game and kill whatever happens to be in the way; this puts me at 1 level above or below the area for the largest part of the game. I invariably end up with overleveled gems if I die once. *shrug*

Yeah deaths will cause your gems to out pace you. I play HC so, pretty much dont know how much they out pace me =P, good news is that you can swap out gems for quality gems and level them up faster then.
I believe there's also a factor where level 15 is where the devs currently consider "endgame" for gems, and anything beyond that is supposed to take longer (in the same way that leveling characters beyond 70 or so is supposed to take longer).
I have wandered through insanity;
I have walked the spiral out.
Heard its twisted dreamed inanity
In a whisper, in a shout.
In the babbling cacophony
The refrains are all the same:
"[permutations of humanity]
are unworthy of the name!"
On a related note, how much "gem downtime" is there usually between picking up a lvl 1 gem and when it catches up to player level? Does this "downtime" increase or decrease as the gap between the player level and level req of the lvl 1 gem increases?

Edited wording to improve clarity
Alteration Orb Union Local #7
"Holding the line, on sixteen to one!"

Putting a lvl1 gem in character running maps gets the gem to level 15-16 within 7-8 hours worth of playtime. Numbers may vary a bit, but are close enough to give you an idea.
So it is fair to say that having gems with a level 57 requirement at level 70 is perfectly normal?

Of course, the highest level requirement for a gem is 60 when it is at max level 20.
When you reach that point or near it start thinking about maxing the quality on your gems with the good ol' gcp.

What do you mean of course? It's not exactly a logical conclusion given that gems stay even with character level for most of their development.

If they wanted it to be that difficult to level gems up at the later levels, why not make the gems require higher levels to use? It just doesnt add up. I feel like there's something I'm missing.

If your gems stayed in lockstep with your level at the top, you'd never be able switch gems mid/lategame because they'd never catch up. As it stands you can get a gem to a reasonably high level in a day; allowing you to try new abilities without having to build a new char from scratch and can swap your initial 0 quality gem for a quality one in without much trouble instead of having to burn a full 20 GCP to max it out.
Did you ever see history portrayed as an old man with a wise brow and pulseless heart, weighing all things in the balance of reason?
Is not rather the genius of history like an eternal, imploring maiden, full of fire, with a burning heart and flaming soul, humanly warm and humanly beautiful?
Also realize, we will likely see an expansion or revisit on the gem system as the level ranges are expanded. I don't believe it's likely that the devs will let lvl 60 gems be the "end game" for level 100 characters.
