I'm with your same ISP (Telecom Italia), i've been investigating this problem for 2 weeks now and I am almost absolutely sure the problem relies in a malfunctioning seabone node causing around 18-20% packet loss during peak hours to all the traffic going through it. The only way i can play from 18:00 to 24:00 is using my office VPN, with sub-par but acceptable performance.

POE is not the only service that's not working. I have been able to replicate the problem with pingtest.net and their Copenhagen server (same routing as poe servers), just to name one. Find an IP in Netherland or Denmark and you are very likely to be in the same situation.

I'll be speaking with Telecom Italia tech support this evening, i'll see if I can talk them to forward the issue to their provider (Telecom Italia Sparkle, owners of the seabone.net network) but, honestly, I don't have much hope.

And so I did but as you said... I don't have much hope. I wish there was a way to avoid those nodes, even if this means adding 3 or 4 hops.

Thank you for your input ThePlash.

I'm from Italy too and i'm experiencing the same issue... (my ISP is Telecom Italia). Please let us know if Telecom tech support says they'll fix this! Thanks!
Same problem from italy too.
i have a question: If seabone setting changes periodically... is it possible that next few days the situation will be fixed by itself? from what it depends?
and... is there any walkaround solution or are we doomed to wait for telecom?

The situation CAN resolve itself, but usually doesn't without a technician being involved.

There are no workarounds to get around a bad network except using a VPN. You have to make sure the VPN you are using doesn't route THROUGH the bad zone though. You can test this by running a trace to the VPN server address and make sure it doesn't go through that path. Then you connect to the VPN and run another trace to the path of exile servers and verify that your route no longer goes through that bad area.

Sometimes you can manage to find a good VPN that will work for you. It is definitely a process however and takes some trial/error and time.
I just want to inform Italian players that I'll keep the situation up to date as much as possible, I'm going to speak to the provider in the name of all of and and not only as a private.

Up to about 2 weeks ago, when i started investigating, even connecting to league of legends had similar issues (jitter, packet loss etc.) but it solved itself, so I believe they will eventually find out and fix it. But if that node is not on a major route it could take quite some time.

Our best option is for us to contact Telecom Italia tech support detailing the issue and stating that the community will report in for the same problem. With enough evidence (and complains) they could give it higher priority.

Give them those IPs to check and tell them that your major use of internet is for this specific service (PoE). If they know what they are doing they won't need any more informations to track the defecting node and fix it.

37.58.67.210 -- eu.login.pathofexile.com
109.202.133.154 is the zensystems.dk server hosting pingtest.net in Denmark

Tell them that in the evening it always gets up to >20% of packet loss (latency is NOT the real issue here) and it's getting worse by the day. Now it's almost at 25%.

Ask anyone you know with this problem to call 187 with this report, it won't take much time ;) and to be specific with those IPs.

Hopefully, this will speed things up

Oh and btw, i was waiting for them to call me back tonight, but of course they didn't... meh. I'll call them again tomorrow.

Bye
