Actually while you were writing it, I was checking it myself, yup, they gave 9/10. D3 is polished game and nothing more - no customization, no endgame, RMAH, no build diversity, there is only a backbone with potential and maybe they will fix it with expansion. I love Diablo franchise, and played D3 a lot, but 9/10 is a complete joke.

PoE has it's flaws, there are few things I hate and even don't understand their purposes (linear currency drop rate, some weird rebalancing decisions and few more), however this game is more than good. I absolutely love new content (new monsters, zones, bosses) added with 1.0.0. It's very addicting and quite challenging. And remember, it's made by indie company, which releases more periodical content updates than any other grand company on the market.
8/10 would be kinda okayish, 8.5/optimal and my personal is 9/10.

But anyway guys, that site is piece of shit, who cares if they gave 3, 7 or 10. It's just pointless review from some amateurs.

This is a relict from CB. In CB PoE was actually a good ARPG and your killing speed was almost constant because there were no huge resist and HP changes.
This meant you always had currency drops.
On the other side you had currency receipes which were 2 items of the same name = alchemy orb and 1 entire set = chaos orb.
You didn't have to trade.
OB changed this. There were huge changes on Mob HP and resist to prevent you getting to map content within 12h, you are constantly getting slower killing less mobs and find less currency.
You are forced to grind for better EQ and you are underleveled at some point and must grind certain areas for hours to relevel.

Once you are overleveled the currency penalty kicks in and the currency penalty is quiet harsh compared to CB.
In CB the highest nonmap area was the Ancient Pyramid with level 58 and the areas before the Vaal Ruins had level 55+.(Forest 53 iirc) The drop penalty limit kicked in at level 60 meaning the drop penalty had only 5 levels on areas like fellshrine.

In OB the Drop penalty limit is set to level 68. The first half of A3 areas is set to level 62 meaning the drop penalty is already 1 level higher than in CB-->2,5% lower chance on currency.
Then there were several stealth nerfs on simple areas because they were botted by some users.
