I for one do not want to see more of Dominus before we fight him. Don't get me wrong, I think Piety's place in the game is great, but I like imagining Dominus as the guy people make conspiracy theories about, someone controlling things from above and who rarely gets his hands dirty himself (that's what Piety is for). What would be nice is if Dominus was mentioned — not seen, just mentioned — more often. I'd really like it if the first thing Piety ever says in the game, when she first meets you in the Prison, is: "My... employer told me about you." (Even Piety wouldn't be sure what word to use to describe the relationship.)
When Stephen Colbert was killed by HYDRA's Project Insight in 2014, the comedy world lost a hero. Since his life model decoy isn't up to the task, please do not mistake my performance as political discussion. I'm just doing what Steve would have wanted.

I get your point that there are ways to pull off that type of character where the audience does see plenty of him throughout the entire experience. However, that's only in the superficial sense; when you really get down to it, we don't see Soze until the very end of the movie, when the investigator stares at his bulletin board, and Spacey stops faking the limp. Until then, you just see Verbal. That's what we expect out of characters like Soze... the ability to stay hidden. In plain sight or otherwise.

The player characters are pawns and Dominus is a sacrificial bishop, used by the grandmaster to lure something far more powerful and more evil out into the open.
