So what's your issue? It's a totally different system. In D2 you put runes into an item and were guaranteed to get a certain group of mods in the item (although the rages varied). I POE you use an exalt in hopes that it will roll something good but there are chances that it wont. Did you ever craft in diablo 2? Shoving runes and rings a gems into a cube for a chance to roll a good item that would 999999 times out of 1000000 be crap. There was no eternal mechanism that allowed you to try again if you failed it was just a straight out loss of currency. Rune words and crafting are two completely different things and it's runewords that made diablo 2 the bot infested shit hole it is today.

poe is made for a long term, and its still not finished...we are far away from PoE2 Patch1.10 (were we get the kiwi runewords xD)

Hr's weren't so hard to find I'm only missing a couple that I've never had drop and that ever ellusive unique Death's Fathom.
Full party hellforge/socket rush FTW, with friends so you don't get ripped off lol. And a little help from uppin runes.
Pit runs were decently successful as well.
Yes, HRs were massively duped on d2 and always will be. The best part about d2 was the rares and crafted items. Yes Enigma and Call to Arms are pretty much required on most builds now but runewords dont even compare to the rare items you can find. Still to this day no one has ever found a "Perfect eth 2 soc, repair dura, fools mod berserker axe" and when or if someone does I hope I get to see it.
