you have my +1 as well

I agree that the tables shouldn't be affected by IIQ/IIR

I agree with the unique items... to a point. I do think Captain Fairgraves should have a chance to drop his hat (ie. items that are specifically tied to an enemy should be on the table)

Drop tables are not good for the long term replayability. Think about it, if you got the best belt from that one certain boss, you would need to rush to it 500 times in order to finally get your damned belt. You would be so sick of the same crap. This way, it's random and you are free to have fun in any part of the game with pretty much the same drops.

+1 (-1 to the Op)

Giving things specific drops just ruins the ability to play wherever you want. Also the alternative idea of giving enemies a higher chance to drop certain things would still punish those that don't farm the appropriate type of enemy.

Essentially the game would end up being a extremely repetitive grind where players keep killing the same enemies over and over (yay? what fun!) instead of nice and varied combat.

Considering almost every zone has a Waypoint in it, you'd be an extreme fool to not farm specific monsters if you're after something specific (If this suggestion gets implemented) and that just can not be fun, at least nowhere near as fun as the current system.
