That's why it is winning. Compare it to Arc and you have a spell that does about the same damage per target by itself, but is harder/riskier to use, will typically hit less targets, and costs 50% more mana. It also has a much better quality bonus, but given how easy chance to shock is to get between crit and % on the tree that's not much to speak of. Read my book! True that it does benefit more from quality, but don't forget Arc starts out at 10% chance to Shock and has a higher crit chance. It'll take Shock Nova over 10% quality just to catch up.
