Ran this through Google Translate into Chinese and it gave me this:

which when translated back into English gives the OP.

Perhaps someone with knowledge of both languages can translate.

EDIT: Before anyone points out the seemingly obvious thing, commonly if you translate something into a language and translate the output back into the original language, there are slight variations in the translation. The fact that Chinese gave back a verbatim, leads me to believe it's a translation from the Chinese. Czech and Russian (the only others I tried) gave different results.

I translated! Gold farmers who get one character to level (grade) 25 can then create new characters at level 1 and trade currency on those.

I suspect this is something everyone already knows though.

I edited my post after realizing that it was probably someone that doesn't speak English who was using Google Translate. As funny as the Engrish translation is, I don't care to be mocking people that are just struggling to communicate over a language barrier. Unless they are a spammer, in which case fuck them.

I just checked my account and find I now have no gold whatsoever, have I been hacked?
